Background

Military Homeowners have been disproportionately impacted in the housing market collapse from late 2005 to the present date.  By some estimates the foreclosure rate among Military Homeowners is four times that of the general population.  Clearly this unprecedented default rate among a population that is known for their integrity and competence, most of whom are entrusted with security clearances, is out of character for Military Professionals and their Families.  This anomaly can only be explained by the uniqueness of the economic environment.   The Housing Assistance Program (HAP) of the 2009 stimulus bill fell way short of alleviating this impact for thousands of Military Homeowners.  MOAA’s own blog gives evidence of the pain felt by a number of MOAA members.    Many have either lost their financial futures, or found them in tremendous jeopardy.  These circumstances are likely to impact overall readiness and retention of our military forces.  

Proposal for a MOAA resolution / legislative agenda

1.        That MOAA support tax credits for Military Families to offset losses from sales or forced rentals when losses incurred incident to PCS orders.

2.       That MOAA support Military Members ability to refinance a home that has been rented out (unable to sell) incident to PCS orders with a VA loan.  (Currently a VA loan cannot be used to refinance a rental as it is no longer the primary residence and considered investment property and thus not eligible for VA loans.)

3.       That MOAA support a study to develop and implement a responsible, cost-effective long-term program for Career Designated  Military Homeowners that mirror the benefits enjoyed by employees of other federal agencies (CIA, FBI, NCIS, etc.)
