Last year the Northern Virginia Transportation Authority instituted a law authorizing the Congestive Relief Fee ( Additional Grantor Tax)- as well as other fees and taxes to raise money for its projects… well the Virginia Supreme Court just recently has ruled this to be unconstitutional.
